My dear Gent,

I enclose with this my Report on Medical Affairs in Hong Kong. I could have written a good deal more but, having well in mind the many pre- occupations of the Colonial office, have refrained.

I should be grateful if you would let me know by telegraph that you have received it as there is only one other copy, which I shall keep by me meantime.

I leave for Labuan on the 17th December (tomorrow) and expect to be in British North Borneo territories for about three weeks; after that I go to Malaya.
